Every governance reform is announced at one altitude and lived at another. The announcement describes structures; the teacher experiences Monday. Between the two sits a gap that decides whether the reform changes anything at all.

Policy meets the floor

A policy is only useful if it survives contact with the classroom floor. A mandate without release time is a workload story wearing a curriculum costume. New expectations with no design support become one more thing to improvise at nine o’clock at night. I have watched well-intentioned changes reach practice, and I have watched others evaporate before they got there — and the difference was almost always whether anyone designed the path from announcement to practice.

The design lens on policy

Read reform the way you read a course. Where is the path — does anyone know what to do next? Where is the practice, the feedback, the transfer into daily work? Reforms fail for the same reasons courses do: not because the content of the policy is wrong, but because the path from intention to practice was never built. The classroom floor is where every good intention is finally tested, and design is what carries it there.
